Comment:

 Seems to have been caused by some program changing the file creation times
 without changing the other attributes. This caused attribute comparison to
 fail, but did not cause an attribute hash mismatch that would trigger the
 attributes to be uploaded again, until [2633].

 Only applies to Windows, as this time doesn't exist (or is not supported)
 on other platforms. Reported fixed by [2633], although since this changes
 the hashes for all files, we can't be sure until the creation times change
 again.
