  Remove *.vcxproj.user from infrastructure/cmake/build

The build directory is supposed to be temporary and easily deletable, which
conflicts with the presence of version-controlled files in it, and we already
have copies of these files in infrastructure/cmake/msvc and code in
CMakeLists.txt to copy them into the build directory.
