  AppVeyor: build Windows binaries with debug info, using RelWithDebInfo config

Temporarily increase logging level to TRACE in test/backupstore
"test_cannot_open_multiple_writable_connections(store)", to enable stack traces
to be displayed, to help debug random failures of this test on AppVeyor.
