I don't think it's unreasonable for developers to install cygwin. That's
pretty much how autoconf is intended to work.

Clearly users shouldn't have to install cygwin, but precompiled binaries
is the right answer there.

Is that what would be required to build a non-cygwin dependent binary?
It should be possible, I found some explanation of it when researching
the use of autoconf ages ago.
