[Box Backup-dev] boxbackup-0.09_plus2 under Cygwin

I just tried to take the new boxbackup-0.09_plus2 for a spin, but ran into two problems:

1.) Configure is very slow, sometimes takes 10 seconds to make a single check (25 minutes for an
incomplete run).

2.) Configure bombs out with the following error:

checking for sys/mount.h... yes
checking for struct statfs.f_mntonname... no
checking for struct mntent.mnt_dir... no
checking for struct mnttab.mnt_mountp... no
configure: error: cannot work out how to discover mount points on your platform

Are we dropping Cygwin support? If that is the case, regex support in native Win32 would be a
must, since otherwise bbackupd.exe is not usable...
