[Boxbackup-dev] [WinNamedPipeListener] Everyone access

Hi,
I propose some modifications to the pipe's access right to allow standard
users to connect to the pipe even if it's created by the user SYSTEM
The second modification concern the remote pipe connection
(\\<hostname>\pipe\<pipename>).
