Yes, I'm afraid so.

A 0.07 client will just give an error connecting to a 0.08 server, so 
stop the server, upgrade, start it again. Then go round doing the same 
for every client -- nothing bad will happen if a 0.07 client connects 
to a 0.08 server, it's just that it won't manage to log in and do 
anything.
