Why not just have one store called "Users" which points to C:\Documents
and Settings"? Something like:

users
{
	Path = C:\Documents and Settings
	ExcludeDirsRegex = .*
	AlwaysIncludeDirsRegex = My Documents$
}

NB: This is untested, so may not be exactly right.
