Since you don't mention your OS, I can share with you the default 
Debian/Ubuntu permissions:

$ ls -al /usr/lib/ssl/openssl.cnf

lrwxrwxrwx 1 root root 20 2011-02-16 13:48 /usr/lib/ssl/openssl.cnf -> 
/etc/ssl/openssl.cnf

$ ls -la  /etc/ssl/openssl.cnf
-rw-r--r-- 1 root root 9462 2011-02-22 22:17 /etc/ssl/openssl.cnf

Make sure that your openssl.cnf has the same permissions, it appears 
that at either g+r or o+r are missing.
