[Box Backup] If an account is full housekeeping should not give way

Hi

I have an account where housekeeping needs to be run to free up space
for more files to be uploaded.

But housekeeping continually gives way to the client trying and failing to upload more data. Surely
if the account is full housekeeping should win.
